China Puts MP Materials on Export Blacklist, Squeezing US Magnet Supply
WHAT HAPPENED
On 22 June 2026 China's Ministry of Commerce added ten US companies to its export-control list, naming rare-earth and magnet developers MP Materials and USA Rare Earth alongside eight defence-linked firms. The measure is entity-specific, not a blanket ban: it bars Chinese suppliers from selling dual-use items to the named firms and blocks any party worldwide from transferring Chinese-origin dual-use material to them. China controls roughly 60% of rare-earth mining and 90% of processing.
TRANSMISSION MECHANISM
CHOKE-MINERAL-001 activates: restricting a highly concentrated input reprices the chain downstream. Targeted US processors lose Chinese-origin feedstock and consumables, the domestic NdFeB magnet build-out (MP's Fort Worth line, roughly $1bn invested) hits friction as defence and EV demand scales, and buyers stockpile and bid spot heavy rare earths higher. The extraterritorial clause is the sharp edge, forcing third-country intermediaries to pick sides.
MARKET IMPLICATIONS
MP Materials and Lynas are structurally favoured over 12-24 months as the West pays up for ex-China supply, though MP faces near-term input-cost noise. Defence primes reliant on NdFeB magnets face bill-of-materials pressure. FXI is exposed to further tit-for-tat, SMH if controls broaden back to gallium. Gold catches a strategic-decoupling bid.
CONVICTION
MEDIUM. Entity-specific measures are narrower than the blanket 2010 quotas and grandfather existing contracts, so the spot spike should stay contained. The strategic signal and extraterritorial enforcement are the real escalation.
